Lacombe County – Proposed Campground Land Use Redesignation
Land Use Redesignation | Rural Recreation | Campground Development
Project Overview
Kountry Kamping is an established seasonal recreational vehicle campground located on a rural property in Lacombe County, Alberta.
The campground currently accommodates approximately 21–22 recreational vehicle sites within an operational area of approximately 2.57 acres on a larger 20-acre property.
A land use redesignation is being pursued to establish an appropriate municipal land use framework for the existing campground operation.
The application proposes changing the property’s land use designation from Agricultural (A) to Parks and Recreation (PR), under which Campground, Major may be considered as a discretionary use.
Why Is a Redesignation Required?
Lacombe County’s Land Use Bylaw distinguishes between smaller recreational campgrounds and larger campground operations.
Under the existing Agricultural designation, a Campground, Minor use is limited to a maximum of 19 recreational vehicle sites. Because Kountry Kamping accommodates more than this threshold, a redesignation is being pursued to allow the existing operation to be considered under the appropriate land use classification.
A redesignation does not, by itself, authorize every aspect of campground development or operation. Additional municipal approvals may be required depending on the outcome of the application and applicable County requirements.
Existing Campground Operations
Kountry Kamping operates seasonally, generally between April 15 and October 15.
The campground primarily accommodates longer-term seasonal visitors rather than short-duration overnight stays. As a result, site occupancy does not necessarily correspond with frequent daily vehicle movements.
The existing campground includes designated recreational vehicle sites, internal access areas, and supporting facilities within a relatively small portion of the overall property.
The proposed redesignation seeks to establish an appropriate regulatory framework for the existing recreational use rather than introduce an entirely new campground development.
Planning Considerations
Land Use & Surrounding Area
The property is located within a rural agricultural setting.
An important consideration in the redesignation review is the compatibility of campground operations with surrounding agricultural and rural land uses.
The existing campground occupies approximately 2.57 acres of the 20-acre property. The balance of the lands remains outside the principal campground operating area.
The application will consider the relationship between the campground, surrounding properties, existing access arrangements, and any applicable municipal planning policies.
Transportation & Site Access
Transportation and access considerations form part of the application review.
The campground’s seasonal operating schedule and longer-term occupancy patterns are relevant to understanding vehicle movements associated with the use.
A transportation assessment is being coordinated to examine the existing access, anticipated traffic activity, and potential impacts on the surrounding rural road network.
The assessment will help determine whether any transportation or access-related improvements are necessary.
Supporting Technical Studies
Technical investigations are being coordinated to support the land use redesignation and assess the suitability of the existing campground operation.
These include transportation and geotechnical reviews, together with consideration of applicable servicing and site development requirements.
The findings will inform the application materials and any further municipal review or approval requirements.
Municipal Review & Application Process
The proposed redesignation is subject to Lacombe County’s statutory review and decision-making process.
The application will be evaluated against the County’s applicable planning policies, Land Use Bylaw requirements, technical considerations, and any comments received through the municipal review process.
A redesignation decision and any subsequent Development Permit approvals are separate regulatory steps.
Project Status
Planning & Technical Review Underway
Supporting technical studies and application documentation are being coordinated in preparation for submitting the land use redesignation applictation.
Additional information about the application, municipal review process, and opportunities for public participation will be added as the project progresses.
