IHEOS - Industrial Development

Wheatland County, Alberta

Industrial Development Planning | Environmental Coordination | Phasing Coordination

Project Overview

The IHEOS project involves the planning and development of approximately 67 acres of industrial land in Wheatland County, Alberta. The project requires a coordinated approach to industrial land use, environmental constraints, stormwater management, infrastructure planning, and municipal development approvals.

The development strategy must address both the immediate operational requirements of the property and its potential for future expansion and multiple industrial users.

Planning & Development Complexities

Phased Industrial Development

A central consideration is establishing an initial development phase without compromising the long-term potential of the property.

The conceptual site plan explores approximately 12 flexible industrial lease areas, generally ranging from two to three acres, with opportunities to accommodate larger industrial users through consolidation.

The arrangement of these areas must account for internal road networks, existing pipeline rights-of-way, environmental constraints, stormwater infrastructure, and future servicing requirements.

Wetlands & Environmental Management

Existing wetlands and associated environmental requirements introduce significant considerations for site planning and development.

The project involves coordination of wetland assessments, including the Wetland Assessment and Impact Report (WAIR), hydrological information, and the relationship between existing drainage patterns and proposed stormwater facilities.

These assessments inform the development footprint, infrastructure locations, and potential environmental approval requirements.

Stormwater & Infrastructure Planning

Stormwater management is a critical component of the overall development strategy.

The location and design of stormwater infrastructure must accommodate the initial development while considering the cumulative drainage requirements associated with future industrial uses.

Infrastructure planning also includes internal circulation, access, pipeline crossings and setbacks, utility corridors, and the ability to service multiple development areas over time.

Municipal Review & Approval Coordination

The Development Permit process requires coordination between the project owner, environmental specialists, civil engineers, and Wheatland County.

A particular challenge is ensuring that the technical studies, proposed development footprint, and future development strategy remain consistent as municipal review comments are addressed.

The project requires balancing regulatory compliance, engineering feasibility, and the flexibility necessary to accommodate changing industrial development needs.
